FHANA Will Participate in B-Book Registrations
After repeated discussions of the issue of B-Book registrations, the FHANA Board has voted to reverse its policy of not officially participating in the registration of these horses.
The primary motivation for this change is a practical one. For the past 7 years, we have been giving all this registration income to the KFPS, despite the fact that our office staff spends an inordinate amount of time dealing with B Book registrations. There are frequent telephone calls to the office about the B-Book process. North American Friesian owners who wish to register a B Book horse with the KFPS must join FHANA as part of the process. Our office staff invariably gets involved in helping these members with the cumbersome procedure. In these days of tight budgets, it makes no sense to continue to operate in this fashion.
Apart from the financial part of this, the Board considered other potential benefits. We want to grow our membership, not turn people off when they first sign up. Hopefully, this change will encourage some of these B Book owners to stay on as members so they can benefit from our educational offerings. We also hope that owners of B Book mares will be encouraged to breed to Studbook stallions as they will have access to the database and the updated annual stallion data if they remain as members.
The Board recognizes that some FHANA members will be unhappy about this development. Please be assured that the Board debated this issue at length over an extended period of time before coming to the conclusion that this was the only rational course of action and that it is in the best interest of FHANA.
On December 15, 2015, the Board approved the following changes to our Rules and Regulations to effectuate this policy change.
1.2.6.2 FHANA Breeding Policy-Members are strongly encouraged to abide by the FHANA Breeding Policy which is as follows:
Mares: Friesian mares registered in the FPS Studbook, Foal Book, Auxiliary Book (Hulpstamboek), B-Book I (Bijboek I) or B-Book II (Bijboek II) should be bred only to FPS Studbook Stallions with Approved Breeding Privileges. Breeding to foalbook stallions, Friesian stallions registered by organizations other than the KFPS or FHANA, and cross breeding to stallions of other breeds is strongly discouraged. Only offspring resulting from the use of FPS Studbook Stallions with Approved Breeding Privileges will be eligible to participate in FHANA’s inspections in North America.
Stallions: FPS Studbook Stallions with Approved Breeding Privileges should only be bred to Friesian mares registered with the FPS. Cross breeding of Studbook Stallions with Approved Breeding Privileges to mares of other breeds is strongly discouraged. Foal book stallions in North America will not be granted approved breeding privileges as Foal Book stallions (see Section 1.2.6.3.). Foal Book stallion breeding is strongly discouraged, and the offspring of such breedings will not be registered by FHANA
3.6.2. B-Book II- Horses sired by a Foal Book stallion without breeding permission from the KFPS or sired by a stallion registered in B-Book I or B-Book II and produced by a KFPS registered mare may be registered in B-Book II. Horses sired by a Foal Book stallion which has permission from the KFPS for limited mare service and produced by a mare registered in B-Book II may be registered in B-Book II. B-Book II horses receive identification codes from the KFPS but are not eligible for inspections and do not receive premiums or star status. The procedure for registering eligible horses in B-Book II is described in Section 4.5.
3.6.2.1. B-Book II Registration Document- The registration document for the B-Book II is ¬black and gray.
4.5 REGISTRATION PROCEDURE FOR B-BOOK II BBook II horse will no longer be registered by the FHANA after 12/31/2009.
This is new language:
To register the offspring of a Foal Book stallion, the sire and dam must both be registered with the KFPS, and the applicant-owner must be a current full member of FHANA. Microchipping is required as well as DNA verification by FHANA’s customary laboratory. If either the sire or dam is dead and without DNA on record with FHANA’s laboratory, it will not be possible to register the horse. Applicant must submit the appropriate application, pay the required fee(s), and FHANA will then issue the microchip and DNA collection materials. Upon return of the veterinary form for implantation of the microchip and satisfactory completion of the DNA verification, the B Book II registration certificate will be issued by FHANA.
This policy is effective immediately.
